    Reporting to the Senior Project Manager, is responsible during the Capital Planning process for coordinating and assisting with the statutory processes, planning, preliminary design, specialist investigations and impact assessments involved in Environmental Assessments; also  responsible for assisting with the design and preparation of contract drawings, tender documents, specifications and estimates for road construction projects, and assisting with the tendering, award, and management of projects during construction.

    An Engineer in Development Engineering at the City of Toronto acts as a case manager in the review of development applications made under the Planning Act, including official plan amendments, secondary plans, subdivisions, re-zonings, land divisions, site plans and condominium proposals.

    As case manager, you will be responsible for coordinating all City infrastructure-related comments and correspondence to Community Planning, Legal and Finance, as well as reviewing engineering studies and plans (including servicing, stormwater management and geotechnical reports) submitted in support of development applications. Additionally, you will determine the scope and cost of all new City infrastructure required to support proposed developments, and discuss, negotiate and review development agreements to ensure that all infrastructure-related matters are properly addressed. The role of Engineer will also involve overseeing the construction of the development-related municipal infrastructure, including providing engineering support and guidance to inspection staff to ensure compliance with the accepted design, City policies and by-laws, and the management of associated financial securities.

With growing emphasis on infrastructure renewal the ideal candidate will possess 7+ years experience in the delivery of projects within operating facilities, including demonstrated knowledge of design and construction requirements, facility commissioning processes, SCADA integration, and shall be capable of dealing with a diverse range of construction and facility start up challenges. As a strong communicator you will routinely liaise with internal departments, consultants and contractors to assure quality outcomes. Experience with MOECC regulatory requirements, the OHSA, contract law, reviewing technical specifications, payment certificates and change orders is an asset.
