Preferred Background: The successful candidate will possess a degree in Civil Engineering and must be a licensed Professional Engineer (P. Eng) with a valid membership with the Professional Engineers of Ontario. A minimum of seven to ten (7-10) years of directly related experience in the areas of design, construction and commissioning of water and wastewater (linear and facility) and/or transportation infrastructure. A Project Management Professional (PMP) designation would be an asset. We are looking to hire individuals with demonstrated experience delivering complex and innovative capital projects on schedule and on budget. Successful candidates must possess expert project management, strategic planning, analytical and problem solving skills. Strong oral and written communication skills, along with strong facilitation, negotiation and dispute resolution skills are required to interface with multiple stakeholders including regional staff, contractors, consultants, council and the general public. Candidates must have knowledge of evolving technologies, in-depth technical engineering and construction knowledge and be familiar with relevant standards, documentation and legislation (Safe Drinking Water Act, Clean Water Act, Ontario Water Resources Act, Environmental Protection Act, American Water Works Association Standards, Construction Lien Act, Occupational Health and Safety Act, etc.). An equivalent combination of education and experience will be considered. Working Conditions: The successful candidate will be made an offer of employment on condition that the Regional Municipality of Halton receives a current (obtained within the past six (6) months), original and acceptable Criminal Records Check, by the first day of employment. Flexibility in working hours is required as there may be frequent trips to operational facilities and project sites. Incumbent must supply their own transportation. Key Responsibilities: • Manages numerous capital projects, informing the planning process and leading projects from start of preliminary design through to commissioning. • Represents Halton Region at public consultations, presentations, open houses, and face-to-face interactions with the public, contractors, and regulatory agencies. • Designs in-house projects in accordance with engineering best practices and stamps engineering drawings as appropriate. • Researches into and makes recommendations to adapt new technologies, techniques and materials in the design and construction of water, wastewater and transportation infrastructure. • Selects directs and supervises consulting engineers in the design and construction of Regional capital works. • Obtains all necessary regulatory approvals. • Ensures the full involvement of client divisions/departments in the implementation of Regional projects including coordinating the participation of infrastructure planning, water/wastewater operations and maintenance and road operations staff. • Exercises effective cost and schedule control of Capital Projects. • Ensures that the works are constructed in compliance with the contract documents and Halton's Health and Safety Policies. • Acts as a key contributor in the value engineering exercises to ensure all infrastructure meets its intended functions in accordance with the project scope. • Ensures that any complaints received from the public during the work period are resolved in a timely manner. • Prepares reports to Regional Council. • Provides input to continuous improvement of Halton’s design criteria and project delivery manuals. • Contributes to the planning of the 10-year capital program. • Educates, coaches, and mentors junior project/engineering staff and project teams on their respective areas of the department. • Represents the Section on departmental or corporate committees as required. • Performs other duties as assigned. This is a temporary/contract position for up to 18 months, working 35 hours per week. Purpose: Reporting to the Manager, Community Planning this position facilitates the review of the design, construction, approval and administration of water and waste water systems prepared by external engineers for all new development and their connection to Regional infrastructure. Preferred Background: The successful candidate will have a Civil Engineering Technologist Diploma or Engineering degree, or equivalent, with a minimum four (4) years’ experience in the design and approval of municipal water, wastewater and storm water management systems, preferably within a municipal government setting. Registration in OACETT or PEO and certification as a CET, EIT, or P.Eng is preferred. An in-depth knowledge of Regional, Local and Provincial engineering standards, a strong understanding of the Municipal Class Environmental Assessment process, capital budgets, Ministry of Environment & Climate Change requirements and legal/development agreements related to the provision of public services, as well as an understanding of the planning approvals process is required. The ability to work in a fast-paced team environment, be organized, critically analyze and interpret policies/plans/issues, communicate effectively (written, graphic, interpersonal and public speaking), provide exemplary customer service, solve problems, participate in a continuous learning environment, and meet deadlines. Experience with Windows based software is essential, including Microsoft Office Suite, Access, Acrobat Standard/Pro or Bluebeam, and Arc View GIS. An equivalent combination of education and experience may be considered. Experience in site alteration, transportation planning and design, or civil engineering are assets that could be considered in place of water, wastewater, and storm water management systems. Working Conditions: Travel will be required, incumbent must provide their own transportation. Flexibility in working hours will be required. Duties: • Act as the primary point of contact for engineers seeking Regional approvals and coordinates the Region’s engineering review processes. • Reviews and approves servicing reports prepared by outside consultants in support of development proposals. • Coordinates the preparation of development and servicing agreements with Regional Legal Services. • Comments on all planning applications to confirm adequate servicing and identify Regional infrastructure issues. • Coordinates comments from other Regional engineers and, in a leadership capacity, facilitates resolution of conflicts between agencies. • Assists in the preparation of development control reports to establish water and wastewater system capacities and monitors development applications to ensure system capacities are not exceeded. • Assists in inputting data and status updates into the Region’s various development application and infrastructure tracking systems. • Prepares Council staff reports, memos and correspondence, as necessary, to address infrastructure provision issues and timing, and seek the necessary approvals. • Conducts site inspections as required. • Performs other duties as assigned.     Reporting to the Supervisor - Wastewater Systems, the Chief Operator is responsible for planning/scheduling/assigning/supervising the day-to-day work for the treatment plant and collection system staff in the operation and maintenance of the Wastewater Treatment Plant, Collection System and Pumping Stations in accordance with the applicable Environmental Compliance Approvals, Regulations and Legislation. Must have a good working knowledge of treatment processes, equipment and computer software applications that are utilized to operate, maintain and report. The incumbent will have a team leadership role, develop work duties for employees and assume the duties of the Supervisor in his absence. This position is the Overall Responsible Operator (ORO) and must be available for after-hours calls.
