MTO Announces Changes for Designated Source of Material

The Ministry of Transportation of Ontario (MTO) is announcing changes taking place for the Designated Source of Material (DSM), effective January 1, 2024.

The DSM is the MTO's official list of pre-qualified products and vendors for use on MTO highway construction and maintenance contracts. Currently, the DSM custodians are responsible for developing and maintaining the assessment criteria, carrying out the reviews, making all the decisions for listings, and maintaining and editing the information contained in the DSM list. This information was then posted publicly via The Road Authority (TRA) website. More recently, the DSM list has also been co-posted on MTO’s Technical Publication website (Tech Pubs).

Effective January 1, 2024 the MTO DSM will only be posted to the MTO's Tech Pubs website. Suppliers or manufacturers will no longer have to register with TRA to be listed on the MTO's DSM.  It will now be managed and administered exclusively by the MTO. A general email MTO-DSM@ontario.ca has been created to foster communications with the stakeholders and should be used as the one point of contact for general DSM inquiries.
