Excess Soil Drop‑In Session for Municipal Staff 

Practical Q&A with the MEA Excess Soil Working Group 

The MEA Excess Soil Working Group invites MEA members to a new series of informal drop‑in sessions focused on the practical implementation of Ontario’s Excess Soil Regulation in municipal projects and beyond. 

These sessions are designed to support municipal staff by providing a space to ask questions, share challenges, and discuss real‑world situations encountered when managing or reviewing projects involving excess soil. 

The primary focus of the session will be to answer member questions and assist with challenges in an informal collaborative discussion with MEA experts.  

The session will be limited to the first 30 registrants.   

Additional drop‑in sessions are planned to be scheduled at a later date and shared with members once confirmed. 

Questions can be submitted via the registration form in advance of the drop in session. If your question does not get answered during the session the Working Group will provide an email response. 

What Are the Drop‑In Sessions? 

A flexible, peer‑based forum where municipal professionals can: 

  • Ask questions related to municipal roles and responsibilities under the Regulation 
  • Discuss implementation challenges in capital projects, infrastructure work, and land development 
  • Share experiences related to project delivery, oversight, and compliance 
  • Engage in real‑time discussion with MEA Excess Soil Working Group representatives 

There are no formal presentations—discussion is driven by participant questions and experiences. 

Facilitators 

Members of the MEA Excess Soil Working Group 

The Working Group includes municipal professionals with direct experience implementing the Excess Soil Regulation. Facilitators will guide discussion and share practical insight based on real municipal and infrastructure project experience. 

Please note: These sessions are informational and peer‑based and do not replace regulatory guidance or approvals. 

Discussion Topics May Include 

  • Municipal roles in excess soil planning and oversight 
  • Managing excess soil requirements within capital projects 
  • Working with consultants, contractors, and proponents 
  • Interpretation challenges and grey areas faced by municipalities 
  • Lessons learned from current and completed municipal projects 

Participants are encouraged to bring practical scenarios and questions.

MEA members, including: 

  • Engineering and infrastructure staff 
  • Environmental services and compliance staff 
  • Project and construction managers 
  • Planning, public works, and operations staff 

All experience levels are welcome.
